Department of Transportation covered industry regulated employers are required to follow guidelines specific to having drug free work places. The DOT has set guidelines about alcohol misuse and drug use in the workplace. The workplace alcohol and drug policies are often monitored by service-agents that employers have enlisted to assist them with meeting compliance.
Employers meet the compliance need by enlisting help provided by certified DOT drug urine collectors, certified breath alcohol technicians, consortium, laboratories, medical review officers (MRO), and substance abuse professionals (SAP) as defined by the DOT. Each service agent is given specific functions in the process of detecting drug and alcohol problems with the primary function of protecting public safety. Only professionals meeting the definition can state they have met the qualifications as defined by the Dept. of Transportation. If an employee goes to a professional who does not meet the requirement then the assessment service gained will not meet compliance with the rules.

Safety-sensitive job functions also include operations, maintenance, and emergency-response functions performed on pipelines. Those subject to drug testing include those who are performing, ready to perform, or available to perform the covered task defined by the DOT regulations. It is important to recognize the task one actually does is what places them into the DOT requirements of safety-sensitive functions. In most cases those who supervise are not currently performing the safety-sensitive position, although, may upon a moments notice. So therefore, they too are required to comply with the rules.

If your job function is driving a vehicle that has a gross weight of 26,001 lbs. or greater, is designated to transport 16 or more passengers including the driver, or drive a vehicle that requires a DOT placard due to transporting hazardous materials, then you are holding a commercial drivers license for this function. This would subject you to needing the services of a SAP upon non-compliance with US-DOT drug and alcohol testing. Hot Shot truck drivers, tow truck drivers, and church passenger bus drivers are not exempt from the public safety requirements to be drug and alcohol free when performing their safety sensitive functions.
Those who work under the Federal Aviation Administration FAA , the Federal Transit Administration FTA, and Coast Guard also are governed by the rules. This to include the flight crews, attendants, instructors, air traffic controllers, those who repair, secure, and screen at facilities not operated by the FAA and, not under contract to the military .
